Can radiation cause lung scarring and pleurisy years later?

I’m 2 1/2 years post Lumpectomy, IDC, Stage 1, Grade 2, ER+, PR+, HER2-. I’m now 2 years post radiation and have frequent bouts of pleurisy and hoarseness that started when half way through 25 treatments of whole breast radiation. Very recently I had a chest CT to determine if my cancer had spread. That appears to be negative but a fair amount of scar tissue was found in my left upper lung apex which I’m told should not have happened. I reported the pleurisy during radiation and the techs just brushed it off and continued. I wonder if anyone else has experienced anything similar?
