Has anyone avoided anesthesia for a lumpectomy with a nerve block & sedation?

I'm pretty sure my mother in law had that since she's in her 80s and had a very small tumor, was a 3-5 years ago

I was told nerve block is not used for surgery above the waist and had anesthesia through the tube
