Is a mastectomy necessary for stage 0 breast cancer treatment?

I was diagnosed with stage 0 breast cancer. In April/2025. The right breast had surgery in July/2025. The ultra sound of the right breast was negative for breast cancer & Mammogram. Even did a PET-CT scan on the hip to head. They wanted to put in a port,chemo, radiation during my late forties. However, just the other day got a second opinion and wanted me say the tests aren't accurate and cut off my right breast and then after that get chemo and radiation. Well, a bit extreme considered he got dates wrong amd say at the end Her2+ is a gift. Still didn't reconstruct my right to transfer fat from my stomach about 5 months later.
